Eliseo Papa began his career in 1968, earning a degree in civil engineering and hydraulics from the University of Padova. He joined ELC Electroconsult Milan, a multinational engineering consulting firm, specializing in the design of dams and responsible for numerous internaional projects.

In 1969, he participated in the design of the arch-gravity dam of Mantaro, Peru where he also worked as the on-site assistant project director.

The following year, he became ELC’s resident-engineer in Teheran, Iran working for the Water & Power Ministry on the preliminary design of an arch damn on the Karkeh river. In 1971, he briefly worked as an intern for Lev Zetlin Engineering, designer of Madison Square Garden, where he gained experience working on tensostructures. Since then, these structures became the overarching theme of his designs.
Upon his return to Italy, he established his own firm in Brescia, while obtaining a degree in architecture at the Politecnico di Milano, which he completed in 1973.

He has built numerous athletic and aquatic centres across Italy, directing both the overall design and the execution of the advanced structural elements. Many of his projects have been featured in top Italian and European architectural and civil engineering magazines.
He is a member of the Building Committee of the Italian Swimming Federation, for which he created a model design of an indoor aquatic centre.
